Karachaganak Petroleum Operating B.V. (KPO), a joint venture between Shell, Eni, Chevron, Lukoil, and KazMunayGas, manages one of the world’s largest gas condensate fields. Operating under a complex dual-operatorship model and multi-stakeholder governance framework, KPO faced critical challenges:
