Executive Challenge

HCML—a joint venture between CNOOC Limited, Cenovus Energy (formerly Husky Energy), and Samudra Energy—launched its first High-Pressure, High-Temperature (HPHT) sour gas development through the $2B BD Gas Field Project in Indonesia.

Success required:

  • Safe offshore execution in Indonesian waters.

  • Seamless coordination across multinational partners, regulators, and supply chains spanning Singapore, China, and the U.S.

  • Integration of environmental stewardship, digital innovation, and workforce localization.

Strategic Leadership Approach

As Head of Completion and Well Integrity, Mike worked with HCML’s executive leadership, board representatives, partners and regulators to strengthen operational governance, execution and enterprise performance.

  1. Integrated Project Leadership

    • Directed HCML’s matrix structure and led 10 international service providers with over 4,000+ personnel.

    • Led 200+ Indonesia-based execution staff through rigorous readiness programs, embedding a high-performance, safety-first culture.

  2. Operational Governance & Risk Leadership

    • Conceptualized and implemented the Well Integrity Management System (WIMS), aligning well lifecycle governance with risk mitigation, regulatory compliance, and ESG principles.

    • Embedded real-time surveillance and lifecycle risk management into offshore operations.

    • Facilitated high-level sessions with executives, board representatives, partners, and regulators.

    • Developed a digitally enabled WIMS aligned with ISO 16530-1.

    • Integrated preventive maintenance, environmental monitoring, and transparent ESG reporting into operational architecture.
